Experts call for holistic river basin management

ITANAGAR, Dec 9: Hydrological experts from Arunachal Pradesh and Assam today advocated a holistic and integrated river basin plan and management of water resources between both the states to mitigate recurring flood and erosion problem.

Majority of the participants in a day-long workshop on “Integrated river basin management for mitigation of flood and disasters in inter-state rivers of Arunachal Pradesh and Assam: Perspective in the context of climate change”, have suggested a joint effort to get rid of the burgeoning problem haunting both the states since long.

While Arunachal loss an estimated 668.28 million tons of agriculturally useful topsoil annually due to erosion, the loss in neighbouring Assam amounts to 4,25,900 hectares in the past 66 years (1954-2010), the experts revealed.

Moreover, the experts felt that China’s intervention in the upper reaches of the Brahmaputra River by constructing dams was a major cause of concern for both the states.

“Brahmaputra is most susceptible to reduction of flow thereby threatening food security to around 26 million people,” commented Partha J Das of Assam-based NGO Aaranyak.

Flood and erosion problems in the river catchments of Assam and Arunachal need to be considered in the disaster risk mitigation framework at catchment level and treated as part of a larger integrated river basin management plan, Das said.

“Assam and Arunachal should start collaborative initiatives to study the water induced hazards from the basin management perspectives, prepare basin level plans and start concrete and appropriate actions and interventions for basin level management of rivers through an inter-state cooperation mechanism as well as integrated mitigation of flood and erosion problem,” he added.

“Erosion in Arunachal creates flood problem for Assam because of sediment deposition on Brahmaputra river bed,” L Angu, chief engineer of Arunachal’s Water Resource Department (WRD), said.

He suggested undertaking flood plain zoning and a paradigm shift in flood management between both the states.

“The need of the hour is for an integrated river basin management approach which is environmentally conducive with appropriate institutional mechanism properly fused with the traditional culture of the region,” Angu pointed out.

Arunachal Pradesh WRD secretary G Ete suggested proper flood forecasting and flood warning mechanism along with relief and rehabilitation package to mitigate flood problem in the region.

Ete rued that despite the existence of Brahmaputra Board in Assam, it failed to live up to expectations.

Referring to the Chinese intervention on the Brahmaputra, Ete disclosed that the matter had already been referred to the union Water Resources ministry for taking up at the right platform.

"In order to tackle the flood problem in Assam, Arunachal should construct storage dams in all major rivers," Ete added.

Stating that China's pressure has increased with 50 per cent of the Brahmaputra basin falling in that country, professor Chandan Mahanta from IIT Guwahati stressed on the need for evolving an integrated mechanism for mutual benefits of both Arunachal and Assam.

Arunachal's Land Management secretary Belatee Pertin while calling for a holistic approach for mitigation of flood and erosion problem in both the states, urged both the state governments to shed political difference and to sit together for a solution.

"We need to ponder on the crux of the problem and to find out a solution through sharing of knowledge, expertise and rational government policy between Assam and Arunachal backed by strong political will," Pertin suggested.

On China's move to build several dams over Brahmaputra, Pertin blamed the Centre for its lackadaisical attitude on the issue and opposed big dams in the state saying that such dams could have catastrophic affect.

The workshop, organised by Aaranyak and Arunachal Citizen Rights, was supported by New Delhi based India Water Partnership and Nepal based International Centre for Integrated Mountain Development. PTI

Comprehensive youth policy the need of the hour: PPA

ITANAGAR, Dec 9: Advancement of a nation is measured in term of its youth power, said PPA president Nikh Kamin. Addressing the youth wing of the party in Naharlagun Party office, Kamin blamed the ruling Congress for, what it said, the multifarious problems faced by the present day youths of the state.

“Even after four decades of continuous rule, the myopic leadership in the State failed to enact a holistic policy on youth taking into consideration their emotional psychological, economic, social and cultural needs, the Party said adding if the regional party comes to power in 2014 Parliament and Assembly election, the Party shall ensure enactment of a pragmatic and visionary policy for youth with emphasis on health education and economic empowerment.

Addressing the youth Laeta Umbrey the PPA legislator stated that at present, the youth power is wrongly channelized to take up arms and resorting to unwanted activities.

The massive involvement of youth in drugs, alcoholism and other anti-social activities like gambling, extortion, rape, burglary etc have taken a very serious proportion. The huge unemployment problems with few jobs in Government sector being fixed for fortunate few, the ever widening generation gap between the old value system and the new, the cultural lag especially amongst the rural youth are some vital concerns before every thinking  Arunachalees. The large scale migration of youth from rural to urban areas of their district and State Capitals in search of better living and job prospects have almost created a desert like situation in the villages with only children and aged population. The shrinking of opportunities and Government supply and contract works with all major works already fixed through MoU/MoA routes. The near total absence of industries and factories to absorb the  educated youth force, the sealing of the traditional border trade routes via China for security reason have further deprived the Arunachalee youths to shine in mercantile activities, the Party said.

What is needed at the moment is comprehensive policy package with inputs drawn from the successful experiences of some advanced countries and some advanced states of India. The setting up of State Youth Commission that will deal with the problems of the youth and make annual recommendations to the State Government will go long way in true realization of the Youth power in the state. The Regional Party if comes to the power, shall ensure creation of tribe wise and District wise data bank reflecting clearly the Economic and educational Status of the Youths and ensure at least 10 per cent of the state’s annual budget for the welfare of the youth. The Party also proposed to set up a separate deptartment for youth affairs by bifurcating the existing Dept. of sports and Youth affairs and grant adequate man power and resources to give the maximum output.

Delhi connections of Arunachal’s future: AAP and PPA

ITANAGAR, Dec 9: The spectacular victory of the Aam Admi Party (AAP) in the Delhi Assembly polls is a seminal development in the history of Indian democracy. AAP may not have garnered a majority to form a government of its own or emerge as the single largest party, but its performance, and its importance, needs to be analysed in the context of some crucial issues: corruption within, and resorted to by mainstream political parties and the hatred for the same by common people, observed Laeta Umbrey, MLA and Chief Ministerial Candidate, PPA 2014 Assembly Elections.

He further said that while the defeat of the Congress will certainly give the feudal and corrupt party the delayed doses of humbleness, the success of the BJP is a mixed result of NaMo effect and anti-incumbency.

That the AAP offered the Delhi electorates a choice between voting a ‘lesser evil’ and a new party built upon the credibility of a tested leader and their promise of clean governance is the most important message. That established political parties like Congress and BJP could not stop AAP is a clear indication that common people are tired of the politics and governance offered by these parties. Such a spectacular performance in the very first election it fought is nothing less than a revolution, Umbrey said.

The delighted PPA chief ministerial candidate said that the Peoples’ Party of Arunachal (PPA) receives the news of AAP’s victory with a glad heart. “It will give immense support to the renewed PPA in its crusade against corrupt practices - both ethical and legal, within their party and in their governance, of the national parties. It will encourage the common people to be aware, raise their voice, and vote courageously, where it is available, for parties who promise clean governance. The political culture in Arunachal is to join hands with established political parties, like Congress and BJP. The AAP victory is a message in loud and clear terms that common people need not necessarily vote so called national parties, but explore the nest possible avenue to elect and put up a clean government.”

The PPA renews it’s relation with the aspiration of the common people; offers a promise of a clean corruption free government; to make judicious use of our natural resources (hydropower and mining especially); make Arunachal the powerhouse of games and sports in NE and in India while keeping the regional ethos of Arunachal intact, at this auspicious hour of Indian democracy, Umbrey said in a statement.

Enrolment of bogus voters alleged

ITANAGAR, Dec 9: A public leader in a letter to Chief Electoral Officer, Itanagar  said that the Special Summary Revision of Photo E/Roll for the ensuing assembly election was held at Pangin on two different occasions on  November 6 and 15.

It said that on November 6 only 12 members were accepted for enrolment in the morning session but the afternoon session was deferred to November 15 by E.R.O. Boleng after receiving a complaint. On November 15 only 66 new applicants appeared before the A.E.R.O. Pangin for hearing to enrol their names in the E/Roll. Out of 66 new applicants only 32 applicants were found eligible to be registered as voters as per the guidelines and norms of Electoral Registration.

Altogether, 44 applicants were found eligible to be registered as genuine electoral out of 78 those who appeared on the hearing day i.e. on November 6 and 15.

But to the utter surprise of the public total acceptance list was shown as 91, whereas total number of applicants appeared on both the day before the A.E.R.O. for enrolling themselves as electoral were much less than the final accep¬tance list issued by the A.E.R.O. Pangin, he alleged in his letter.  Further, some of the new applicants accepted by the officer were without any photo image and even some of them were not present on the concern day for hearing,  the letter said.

The leader appealed to the Chief Electoral Officer to immediately intervene into the matter and direct the concerned AERO Pangin to delete bogus applicants and also whose name were accepted without photo image on the hearing day.

Further, he appealed to the CEO to direct DERO, ERO, AERO of the concerned constituency to scrutinize the E/Roll and delete the bogus names/applicants included in the electoral roll of the constituency at earliest to maintain peace and tranquillity in the area.

There is genuine anti-establishment wave

Just ahead of Lok Sabha polls, BJP yesterday handed a severe 4-0 drubbing to Congress in the assembly elections by scoring landslide victories in Rajasthan and Madhya Pradesh, holding on to power in Chhattisgarh and close to forming a government in Delhi. The election results also saw fledging Aam Aadmi Party stunning major parties in Delhi where its chief Arvind Kejriwal emerged the giant killer by defeating three-time Chief Minister Sheila Dikshit with a huge margin.

The election results of four states have given massive lift to the opposition parties of Arunachal Pradesh. The Bharatiya Janata Party and regional player People's Party of Arunachal (PPA) while reacting to election results expressed hope that Congress will be voted out from Arunachal in days to come. The humiliating defeat of has sent shock waves to ruling Congress party. The Congress president Sonia Gandhi and Vice-President Rahul Gandhi has called for introspection following the defeat. It is hard to say whether there is anti-Congress wave in the country but definitely there seems to anti-establishment wave at present. There is a clear message for Congress party and sooner they learn the more better it will be for them.

Can PPA deliver?

Dear Editor,

The declaration of Laeta Umbrey as the Chief Ministerial Candidate of PPA under whose leadership the party wants to fight the Lok Sabha and Assembly Elections is quite wise and timely move, but the million dollar question is can the party deliver? Does the party have a vision plan and the right team to penetrate into the hearts and mind of the people who are addicted to high command based political culture of Delhi. The PPA with almost no sound resource base like the Congress and BJP will have to find few regional minded financers to meet the bare election requirements. With merging of the TMC and NCP leaders into PPA the party certainly got a shot in its arm. The intense infighting within Congress I leaders for the top job and also the cold war within the two BJP MP candidates shall definitely help PPA to reap the benefits. Although the party has been deprived of its popular Mithun symbol by the election commission of India, the granting of maize as party symbol and exposure of the same in 2009 Assembly elections and excellent performance of maize in recently concluded Panchaiyati Raj Election are definitely confidence booster for the party. What is required for the party is intense touring of every circle exposing the wrong doings of the ruling party with emphasis on real power devolutions to the PRI leaders and councilors, gross financial mismanagement and unimaginable debt liabilities, the absolute Law and Order problems, illogic announcements and declaration of districts and circle Head quarters, massive unemployment and regional imbalances, unplanned and hasty mortgaging of ” State resources” to few capitalists and endless instances of corruptions and nepotism by people in power and so on. The party further needs to convince the people as to how the people of Sikkim and Nagaland have successfully done away with the Congress regime and how the regional model of development could bring more smiles and happiness. The initiative of PPA to root out political corruptions by filing a petition for disqualification of defected legislators will bring miracle and people might feel obliged to give its own regional party a change to rule for at least tenure. The making of the PPA’s constitution as defection proof, forging an alliance with more resourceful of a regional party neighbors like NPF, AGP and SDF without compromising its territorial rights and cultural identity, are moves in right direction. At the movement, the party is pressing all the right chords and given the continuous weakening of the UPA-ii at the centre and instance dislike of the 80% of the states religions minority towards Hindu fundamentalism and aggressive nationalism of Narendra Modi will certainly help swaying of the voters from INC Camp to the regional front. All said and done the revival of the Bakin, Tomo, and Oken Iego’s PPA of 70s and 80s is looking optimistic and inevitable with the majority of the educated youths and elites trying to find out its roots for better future.

Learn something from election results of four state

Dear Editor,

Even though more results are yet to come but due to the BJP’s massive win in four states, it has given big jolt to the Congress party. In addition, the  surprise performance of AAP (Aam Aadmi Party) in bringing down the Delhi’s three-time CM shows that when people speaks, dirty leaders have no place to stand. I think our corrupted leaders should learn some lessons that bad politics will lead them to nowhere. It will be interesting to see whether these results will be the point of ignition of common people’s power on refurbishing the democracy? Or will they will remain silent in front of dirty politicians who keeps on playing indecipherable political sounds.

Yours,

Pakli Lombi
