APPSU demands action against encroachment

Hunting and fishing banned in Tassar village
ITANAGAR, Dec 9: The Sree Abu Welfare Society has prohibited hunting and fishing in Tassar village under Palin circle of Kurung Kumey district.
In a memorandum to the ADC Pania, it also banned collection of raw materials within the area falling under new PMGSY road.
If anyone found violating the rules of hunting and fishing a sum of Rs 50,000 will be imposed and the violators are liable to get punish under Wildlife Act, it added.

Society urges not to grant bail to the accused
ITANAGAR, Dec 9: The Ramle Banggo Welfare Society has called for not granting bail to the one of the accused in Samuel Koyu murder case who has reportedly moved the high court for bail.
In a release, it felt that granting of bail to the accused will amount to hurting the sentiment of the deceased’s family.
The accused person is one of the most wanted criminal in Assam, it said.
In its release, it also urged upon the concerned authority to accord sanction for early construction of kitchen in the boys hostel of Govt. Higher Secondary School, Telam, saying that the boys hostel do not have a proper kitchen for the last one year.
IMC councilor feels left out
ITANAGAR, Dec 9: The Itanagar Municipal Council (IMC), Councilor, ward no. 2, Tatung Tania has expressed disappointment that the state government has left out IMC from the decision of setting up of flats for senior government officers here.
In a release, he said, the project falls under the jurisdiction of Itanagar Municipality ward no.2. and as a grass root level leader of the area, any kind of development work/project may be consulted to me as the elected representative of ward no.2.
Govt. of Arunachal Pradesh has a tendency of avoiding and taking guidance of the local body while undertaking such project and there has always been some vested interest and corruption involved with such big project, he alleged.
The concern department is advised to inform the local body leader while implementing such schemes, he further added in the release.

Experts call for holistic river basin management
ITANAGAR, Dec 9: Hydrological experts from Arunachal Pradesh and Assam today advocated a holistic and integrated river basin plan and management of water resources between both the states to mitigate recurring flood and erosion problem.

“Brahmaputra is most susceptible to reduction of flow thereby threatening food security

He suggested undertaking flood plain zoning and a paradigm shift in flood management between both the states.
“The need of the hour is for an integrated river basin management approach which is environmentally conducive with appropriate institutional mechanism properly fused with the traditional culture of the region,” Angu pointed out.
Arunachal Pradesh WRD secretary G Ete suggested proper flood forecasting and flood warning mechanism along with relief and rehabilitation package to mitigate flood problem in the region.
Ete rued that despite the existence of Brahmaputra Board in Assam, it failed to live up to expectations.
Referring to the Chinese intervention on the Brahmaputra, Ete disclosed that the matter had already been referred to the union Water Resources ministry for taking up at the right platform.
"In order to tackle the flood problem in Assam, Arunachal should construct storage dams in all major rivers," Ete added.
Stating that China's pressure has increased with 50 per cent of the Brahmaputra basin falling in that country, professor Chandan Mahanta from IIT Guwahati stressed on the need for evolving an integrated mechanism for mutual benefits of both Arunachal and Assam.
Arunachal's Land Management secretary Belatee Pertin while calling for a holistic approach for mitigation of flood and erosion problem in both the states, urged both the state governments to shed political difference and to sit together for a solution.
"We need to ponder on the crux of the problem and to find out a solution through sharing of knowledge, expertise and rational government policy between Assam and Arunachal backed by strong political will," Pertin suggested.
On China's move to build several dams over Brahmaputra, Pertin blamed the Centre for its lackadaisical attitude on the issue and opposed big dams in the state saying that such dams could have catastrophic affect.

Allegation totally baseless: Akung Welly

ITANAGAR, Dec 9: In a shocking revelation All Arunachal Pradesh Youth Forum (AAPYF) President Tadar Attu today claimed that Health & Family Welfare Minister Atum Welly and his associate Sanjeev Tana were behind the defamatory allegations leveled by him against Chopa Cheda, Editor cum Publisher of The Arunachal Pioneer on 24th October 2013 which was submitted to the deputy commissioner Capital Complex Itanagar demanding for closing down of the said publication.
AAPYF President disclosed this at a press conference held today at Press Club here while apologizing Cheda through confessional statement that he admitted before Judicial Magistrate Second Class Itanagar Capital Complex. He further claimed that the minister has offered work order amounting Rs 30 lakhs under National Rural Health Mission (NHRM) as reward for this assignment.
“Whatever I did to initiate the complaint was as per the instigation made by Atum Welly for which he committed me to provide a sum of Rs 30 Lakhs under NHRM,” claims Attu.
He also alleged that entire memorandum copy was not drafted by himself rather by one Sanjeev Tana. Attu further admitted that he was misled and misused by minister and his worker for their personal benefits.
Condemning the incident former AAPSU leader Hawa Bagang who accompanied Tadar Attu at press conference said that allegation against Cheda was purely a character assassination of The Arunachal Pioneer with ulterior motive to malign Cheda’s reputation. He appealed to all ministers of Arunachal not to misuse and misguide the youths of the state for their personal interest.
The Arunachal Pioneer Editor cum Publisher Chopa Cheda who is also president of Arunachal Press Club (APC) in a written statement expressed his shock saying that he was being victimized with the false allegation. He further said that shameful allegation has not only tarnished his individual reputation but collectively faded the image of his entire staffs and credibility of the publication. He also expressed apprehension that false allegation will create negative impact on readers and he added that readers may point finger at media if such kind of baseless allegation continues.
Meanwhile, reacting to the allegation leveled, Akung Welly, the son of health minister in a written statement claims that it is totally baseless allegation and politically motivated one. He informed that at present his father is at his home constituency because of which he is clarifying on his behalf. “Every time my father heads to his assembly constituency for campaigning such allegation crops up from nowhere. The person leveling allegation very well knows that he will be busy touring interior area and therefore will not be able to clarify it. This is really fishy,” stated Akung. He went on to add, “My father had never tried to tarnish image of Chopa Cheda, editor cum publisher of Arunachal Pioneer. Please give us clear proof of his involvement, how and which way he tried to defame him? How can people trust just by listening to one sided story narrated by Tadar Attu?” He also added that if one go by the claim of Tadar that everything was done after he was offered incentive by my father, similarly who knows Attu might be leveling allegation against my father for money.
Miscreants burn down documents on electoral roll revision
ITANAGAR, Dec 9: In a shocking incident the document related to electoral roll revision of Kurung Kumey was burnt down by miscreants at Hawa Camp near Kimin town. As per the report, the vehicle carrying documents was on its way to Itanagar from Koloriang. At Hawa Camp around 1 PM in the afternoon a group of miscreant intercepted the vehicle and allegedly burnt down the documents.
Reportedly some police personnel had accompanied the vehicle but they were outnumbered by miscreants.
An FIR has been lodged at Kimin police station and matter is reportedly under the investigation. Meanwhile a government officer of Kurung Kumey has expressed shock over the incident. “After so much difficulty we managed to complete the electoral revision. It was traumatizing experience for the entire officer involved in the electoral revision exercise. We don’t want to go through same phase. We request Election Commission to hold revision exercise in Itanagar under the supervision of Election Commission member. We don’t want to go back,” stated an officer who did not wished to be named.

Addressing the meeting, Zilla Parishad Member Tana Puna Tara called for proper implementation of Consumer Acts. He suggested that the Legal Metrology and Consumer Affairs being the Nodal Department to implement the amended Acts and Rules for cause of common consumers must also conduct surprise inspection to control the unfair trade practices by some unscrupulous traders in transaction of goods and services.
He further appealed the traders to abide by the provisions of Acts and Rules which are being enforced by the Department concern which protect the consumers so that common people can have their consumer rights. He further suggested one and all to acquire more knowledge about rights and duties of consumer and also know about their responsibilities with Dos and Donts to avail natural justice through the provisions.
He requested the Department of Legal Metrology and Consumer Affairs, Govt of Arunachal Pradesh to ensure food grain distribution point especially FCI outlet Godown to deliver the food grains and levy sugar through proper weigh before delivery to FPS retailer outlet for the ultimate consumer.
He expressed his satisfaction to the Legal Department of Legal Metrology and Consumer Affairs, Papum Pare District Unit for organizing such awareness campaign programme on consumer rights and duties.
District Medical Officer Dr.S. Ronya in his speech appealed all consumers as well as trading communities to cooperate with the department of Legal Metrology and Consumers affairs so that there is consumer friendly atmosphere in the market. He also appreciated the department for conducting such consumer awareness campaign in Papum Pare District and advised the Panchayat and Gaon Buras to share their information gathered through the programme on consumer awareness at their local level so that more and more people can be made aware of their rights as consumer.
Additional Deputy Commissioner B.J. Duia stressed on maintaining self awareness and alertness on rights and duties as a consumer to know and protect oneself from any kind of malpractices by the service providers. He called upon the PRI members and GBs to play proactive role in proper checking and streamlining the mechanism of market control system in their respective jurisdiction with the help of Legal Metrology and Consumers Affairs department and district administration.
Resource Person of the day Supriyo Chakraborty explained about the consumer rights under the provisions of Consumer Protection Act 1986. He said that every consumer has right with dos and don’ts and their responsibility as a consumer. He made brief report of consumer cases decided under the President of District Consumer Dispute Redressal Forum, State Commission and National Commission. He appealed every citizen to support and cooperate to foster the consumer protection movement to protect and promote the interest of Common consumers.
Consumers have to be aware about the quality and potency of products or services for which they are paying for. Further, he stressed consumers to be more responsible in exercising those rights as a consumer.

Earlier, Taba Tabin, Inspector LM&CA, Itanagar expressed that the consumer awareness campaign will prove beneficial for all the participants including officers, staffs, Panchayat leaders, Bazar Welfare Committee, traders and public of the Yupia. He also requested all the traders to keep in mind that every person is consumer in one way or other way, and as service provider they must make effort to build up trust and confidence among its consumers.
Later he demonstrated how common consumer can be saved or protected from deceiving through unfair trade practices by unscrupulous traders on LPG cylinder, MRPs, packaged commodities, consumer rights etc.
Inspector, LM&CA, Naharlagun Likha Yach Debia also demonstrated how to identify the unscrupulous traders with weights and measures from deceiving tactics through packaged commodities in the market area.

AAPYO team visits Taraso circle
ITANAGAR, Dec 9: Reacting on the recent encroachment by Assam counterpart at Taraso circle, Papumpare, All Arunachal Pradesh Youth Organization headed by its President Biri Joy visited Taraso headquarter today to get firsthand information on the grievances of the he villagers and regarding recent encroachment issue.
During the visit, AAPYO team interacted with local denizens, PRI members, youths on repeated disturbances by Assam counterparts on boundary issues. In its interaction Gaon Burah, Taraso, Nabam Rongkchi informed that despite Supreme Court order and visit of Local Boundery Committee constituted by Supreme Court on November 12 last the Assam counterpart has tried to encroach the portion of land, which is not acceptable by the peace loving people like us. He also claimed that the circle is shortage of adequate Forest offices and Police personnel to evade any law and order problems during any emergency.
Beside such amenities, the poor road condition is also a key problem, for the denizens
as the people have to cross Assam to reach the village which some time create fear-
State government should take some serious resolution to solve the repeated boundary issues with Assam, we have already appraised our grievances to the concerned authority but no development has been seen so far beside assurance, said ASM, Taraso, Sardar Techi Tara. Such few numbers of security personnel with insufficient basic amenities is a serious concern during any mayhem on border or other law and order problems, said President, AAPYO Biri Joy, while urging for immediate posting of adequate security personnel and Forest personnel in the circle.

Enrolment of bogus voters alleged
ITANAGAR, Dec 9: A public leader in a letter to Chief Electoral Officer, Itanagar said that the Special Summary Revision of Photo E/Roll for the ensuing assembly election was held at Pangin on two different occasions on November 6 and 15.
It said that on November 6 only 12 members were accepted for enrolment in the morning session but the afternoon session was deferred to November 15 by E.R.O. Boleng after receiving a complaint. On November 15 only 66 new applicants appeared before the A.E.R.O. Pangin for hearing to enrol their names in the E/Roll. Out of 66 new applicants only 32 applicants were found eligible to be registered as voters as per the guidelines and norms of Electoral Registration.
Altogether, 44 applicants were found eligible to be registered as genuine electoral out of 78 those who appeared on the hearing day i.e. on November 6 and 15.
But to the utter surprise of the public total acceptance list was shown as 91, whereas total number of applicants appeared on both the day before the A.E.R.O. for enrolling themselves as electoral were much less than the final accep¬tance list issued by the A.E.R.O. Pangin, he alleged in his letter. Further, some of the new applicants accepted by the officer were without any photo image and even some of them were not present on the concern day for hearing, the letter said.
The leader appealed to the Chief Electoral Officer to immediately intervene into the matter and direct the concerned AERO Pangin to delete bogus applicants and also whose name were accepted without photo image on the hearing day.
Further, he appealed to the CEO to direct DERO, ERO, AERO of the concerned constituency to scrutinize the E/Roll and delete the bogus names/applicants included in the electoral roll of the constituency at earliest to maintain peace and tranquillity in the area.

Can PPA deliver?
Dear Editor,
The declaration of Laeta Umbrey as the Chief Ministerial Candidate of PPA under whose
leadership the party wants to fight the Lok Sabha and Assembly Elections is quite
wise and timely move, but the million dollar question is can the party deliver? Does
the party have a vision plan and the right team to penetrate into the hearts and
mind of the people who are addicted to high command based political culture of Delhi.
The PPA with almost no sound resource base like the Congress and BJP will have to
find few regional minded financers to meet the bare election requirements. With merging
of the TMC and NCP leaders into PPA the party certainly got a shot in its arm. The
intense infighting within Congress I leaders for the top job and also the cold war
within the two BJP MP candidates shall definitely help PPA to reap the benefits.
Although the party has been deprived of its popular Mithun symbol by the election
commission of India, the granting of maize as party symbol and exposure of the same
in 2009 Assembly elections and excellent performance of maize in recently concluded
Panchaiyati Raj Election are definitely confidence booster for the party. What is
required for the party is intense touring of every circle exposing the wrong doings
of the ruling party with emphasis on real power devolutions to the PRI leaders and
councilors, gross financial mismanagement and unimaginable debt liabilities, the
absolute Law and Order problems, illogic announcements and declaration of districts
and circle Head quarters, massive unemployment and regional imbalances, unplanned
and hasty mortgaging of ” State resources” to few capitalists and endless instances
of corruptions and nepotism by people in power and so on. The party further needs
to convince the people as to how the people of Sikkim and Nagaland have successfully
done away with the Congress regime and how the regional model of development could
bring more smiles and happiness. The initiative of PPA to root out political corruptions
by filing a petition for disqualification of defected legislators will bring miracle
and people might feel obliged to give its own regional party a change to rule for
at least tenure. The making of the PPA’s constitution as defection proof, forging
an alliance with more resourceful of a regional party neighbors like NPF, AGP and
SDF without compromising its territorial rights and cultural identity, are moves
in right direction. At the movement, the party is pressing all the right chords and
given the continuous weakening of the UPA-
